The Greater London Council (GLC) designated 1983 as "Peace Year" during which it produced a series of posters highlighting controversial nuclear issues. Four of the posters featured photos by Martin Bond of nuclear waste flasks (more correctly called 'irradiated nuclear fuel flasks') being transported on trains through London. The movement of spent nuclear fuel by rail through London has long been a controversial health, safety and terrorist issue, especially in 1983 when a public inquiry was being held into the planning application for Sizewell B nuclear power station in Suffolk - a proposal which raised concerns about an increase in such movements through the GLC area. The nuclear train posters were displayed on advertising hoardings around London (e.g. see Alamy A0M8GG) and also produced as smaller 24 x 12 inch posters. Three of the smaller versions, including this image, are available on Alamy. The original photos were taken on 35mm film - hence grainy reproduction at poster size. The location in this photo is the North London line railway bridge over Caledonian Road, London N1.
