The Seven Bishops were imprisoned in the Tower of London in 1688 and tried on a charge of seditious libel because they opposed the Second Declaration of Indulgence issued by King James II the year before. The Declaration granted general religious freedom and lifted penal laws established to enfore conformity with the protestant Church of England. It also granted toleration to other Christian denominations, Catholic or Protestant. By some Anglicans this was seen as an attempt to destablilise the established Church of England. The normal way to proulgate such laws was to read them in church. A number of clergymen objected to the Declaration that refused to do so.
