This graffiti - Tax The Banks - is part of a longer message condemning UK government economic policy. The perception of the author of this graffiti is that the relatively poor have to bear the burden of the Conservative-Liberal Democrat coalition government policy of making widespread budget cuts in order to reduce the UK national deficit over the course of the current parliament. The author's view is that the government should go about tackling the deficit by taxing the banks instead. Many see the banks as the cause of the ongoing global financial crisis: UK government bailouts of Northern Rock, Royal Bank of Scotland and Lloyds TSB contributed to over half the national deficit. Some bankers are paid salaries and bonuses totalling millions of pounds which has caused great popular anger: they are seen as the cause of many of the problems, yet remain relatively unscathed.
