The 2015 earthquakes destroyed not only houses, but also traditional water sources in some rural areas of Nepal, pushing the urgency to allocate more budget for poverty, environment conservation and climate change adaptation plans in the local government's annual development budget. A 2013 study conducted by UNDP, UNEP and MOFALD under Poverty Environment Initiative (PEI) revealed that only 4% of the total annual development budget were set aside for environmental friendly development activities by local bodies.
